JSG is looking to speak with Program Manager candidates in the Cloud space.

Reporting to the Program Director, the Program Manager’s primary objective is to manage the entire portfolio of IT projects for given business function, consisting of multiple projects varying in complexity and size; co-ordinate with businesses and various functional teams within IT to develop and deliver projects successfully; manage program risks effectively, and to ensure the health of all projects in the program while paying special attention to projects that are strategic and/or business-critical.

The Program Manager will be experienced in sound portfolio strategy, direction and scope, communication strategy as it relates to the current program of projects to work effectively with the business, and in effective communication of major milestones and financial reporting.

Objectives / Results

Strategic Management:

  • Participates in cross-portfolio business and technical strategy/architecture and people initiatives strategy
  • Develops and takes a proactive lead on establishing consistency of project management standards, guidelines, policies and procedures and disseminates them to all Project Managers of projects in the portfolio
  • Interacts with, supports and advises the PMO and the Architecture Review Council on the development of project management standards, guidelines, policies and procedures

Strong Business Partnership

  • Establishes and maintains working relationship with all functions across IT
  • Develops and maintains a productive relationship with program sponsors, businesses, vendors, sub-contractors to achieve goals
  • Acts as a key communication channel between IT and the business for ongoing project management status and issues, opening up communication channels, coordinating messages and managing business expectations

Finance Management

  • Develops and agrees on budget with BPMs, the business, and relevant stakeholders
  • Works within budget and manages against expectations
  • Monitors financial delivery and issue management processes, escalating where necessary

Continuous Improvement

  • Contributes to continuous improvement and promotes leverage of successful products and processes from across IT
  • Partner with the PMO to provide project management training on tools, methodologies, roles and responsibilities to less experienced personnel
  • Proactively supports knowledge sharing within the LO/LS ADM teams and across IT
  • Regularly holds information sharing sessions

People Management

  • Determines staffing requirements and forms project teams. On occasion, obtains financial backing and other resources to support long-term projects and programs
  • Manages team members, monitoring project milestones and critical dates to identify potential jeopardy of project schedule and identify / mitigate risk
  • Develops, trains, and coaches team members
  • Plays a major role in performance management either delegating or actually writing appraisals, giving personal feedback and agreeing development plans with senior team member


  • Open lines of communication for stakeholders and team members
  • Portfolio guidelines, including budget and expense management
  • Efficient staffing and resource allocation strategy
  • Ensure business and IT sponsorship is obtained for IT projects
  • Business expectations management including negotiating on business-mandated delivery dates
  • Strong relationship between different functions within IT as well as various business units associated with the portfolio
  • Identification of portfolio risks (current and future) and implementing an effective mitigation strategy
  • Partner with Enterprise Risk Management functions (e.g., Info Sec) to ensure adequate system controls are in place

Desired Skills & Experience

  • Familiar with ITIL and ITSM.  Knowledge of ServiceNow would be a bonus
  • Ensures integration of projects within the project portfolio and adjusts project scope, resources, timing and budgets as needed
  • Is able to analyze and explain the risks involved in using, or not using, technology solutions to solve business or organizational problems
  • Is responsible for tracking key project milestones and critical dates within the project portfolio and communicating information to all Project Managers
  • Assesses variances from the program and project plans, and develops and implements changes as necessary to ensure that the project remains within specified scope and is within time, cost and quality objectives.  Manages effects on related projects
  • Coach Project Managers in developing, agreeing and formalizing plans in conjunction with various functional teams within IT.  Also assists in presenting plans and gaining sign off from the business, IT and the Steering Committee
  • Conducts project kick-off meetings for strategic projects; defining and communicating specific roles and responsibilities of Project Managers
