I.PURPOSE OF THE POSITION

Reporting directly to the Project Manager, the Quality Assurance/Control (QA/QC) Lead is responsible for ensuring that transmission line and substation construction activities follow the established practices, procedures and processes to satisfy the Project Specific Quality Plan (PSQP) and all relevant project contractual terms and obligations in place with all stakeholders (client/subs/suppliers/regulatory agencies, etc.).



II.ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Ensures all applicable work activities are in compliance with the PSQP, ITPs, project contractual specifications and regulatory requirements
  • Coordinates testing activities with own workforce, subcontractors and clients including hold points and witness testing points in support of the project schedule
  • Responsible for full implementation of NCR process including generation and maintenance of all relevant documentation
  • Supports the Site Supervisor to ensure work is performed in compliance with contract requirements
  • Conducts Source Inspections, In-Process Inspections and Final Inspections, as required.
  • Receives supporting quality records from the field including inspection and test reports and ensures it is complete, legible and reviewed for compliance
  • Submits specified test results and certifications to clients’ representatives as required
  • Issues and documents the disposition for any non-conformances and recommends and verifies the implementation of corrective and preventative actions
  • Maintains all quality documentation, records and logs including equipment calibration
  • Attends any planning sessions to ensure that future quality/inspection requirements such as hold points are addressed
  • Verifies that IFC construction/as-built drawings and log are up-to-date, accurate and distributed in a timely fashion
  • Liaises and maintains strong relationships with subcontractors’ and clients’ site quality inspectors and third-party laboratories and inspectors.
  • Provides leadership and mentoring to the site QA/QC team, including building effective working relationships
  • Meets with the Project Management Team to review quality and inspection issues
  • Participates in the daily tailboard meeting
  • Performs other duties and responsibilities as required or assigned



III.OTHER DUTIES AND RESPONSIBILITIES

  • Helps with the development of project specific quality documentation.
  • Provides regular Quality Key Performance Indicators (KPI)
  • Contributes to project reporting and attends meetings as required
  • Reviews trends of non-compliances and communicates with the project team for improvements
  • Assists with the management of QA/QC documentation/processes and training in the QA/QC program
  • Maintains a valid Ontario (G) driver’s license
  • Ability to travel within Canada as required
  • Deals with suppliers and vendors, as required
  • Communicates with supervisors and management at site
  • Communicates with co-workers, hourly trades personnel to interpret information and discuss issues



IV.SUPERVISORY RESPONSIBILITIES

  • Coordinates overall activities of on-site QA/QC personnel



V.KNOWLEDGE, SKILLS & TRAINING NEEDS

  • Minimum 5 years QA/QC experience in T&D construction environment, with a post secondary education.
  • Ability to read and interpret construction drawings, blueprints and scopes of work
  • Experience in subcontractor management
  • Excellent written and oral communication skills
  • Strong interpersonal, organizational, analytical and time management skills
  • Working computer proficiency with MS Software (Outlook, Word, Excel, SharePoint, Skype)
  • Ability to build and maintain effective relationships and work within a team environment



VI.FISCAL RESPONSIBILITY

  • All on-site QA/QC costs and respecting project budgets and forecasts
